Only 54% electors registered so far-Kashmir Images- 22 Nov Page 1 & 7

Srinagar, Nov 21: Election Commission of India has revealed that the issuance of Elector’s Photo Identity Card (EPIC) is among the lowest in Jammu and Kashmir. In response to an RTI application filed by Poonch-based RTI activist Ayaz Mughal, the Election Commission of India has informed that only 54 percent people of Jammu and Kashmir have been issued the EPICs. As of March 2010, 3,555,444 EPICs had been issued against 6,534,542 electors in Jammu and Kashmir on the 2009 voter rolls, comprising just 54 percent of the total electorate.
In contrast to this, in the states of Haryana, Kerela, Megahlya, Tripura and Puduchery, 100 percent of electors have been issued EPICs.
The EPIC system was developed after the Election Commission of India decided in 1998 that the entire electoral rolls of the country should be computerized. And twelve years after this decision, little more than 50 percent of the electors in Jammu and Kashmir have been entered into the system.
In 2008, following the recovery of EPICs from slain militants, the then CEO B R Sharma decided to re-verify about 1.8 million of the cards that had been issued at that time, delaying implementation.
It is pertinent to mention here that this application was the part of the 100 applications filed on Oct 17, 2010 at Press Club Jammu under the Banner of Sangarsh RTI Movement.
